With prices of photographic cameras coming down over the years you will find there are a lot of "wannabe" professional photographers. Make sure photography is their full time job. Most respected photographers will be incorporated, work with contracts, accept major credit cards and might offer financing options. 
Look through their portfolio before hiring. 
These days most photographers have at least a portion of their portfolio on their website, which makes it easy to review their past work. When looking at their portfolio, take note of the types of shots they take and how well they photograph the event venues.
Find out their experience with events of approximately the same size as yours. 
Let them know how many people you are expecting at your event, and ask if they have a lot of experience handling events of this size. Feel them out to make sure they can handle your event.
Get a feel for the industries they have the most experience with.

Are they easy to talk to and do they freely answer all your questions? You’ll want to be sure they are generally a friendly person with good social skills.
